is motor missing more of a timing/elecrical issuse vs a carb issuse. got motor running...seems that i cant completely advance spark cause its starts to run ruff or quit....there is an inbetween...cant completely push in choke all the way...same issuse....but out a little helps tremendously...and when i use footspeed..it seems to want to move the spark control towards advance and also moves the throttle towards the top....????

Re moving hand throttle when pushing down the foot feed, mine does the same thing. To open the carb when using the hand throttle, I have to move it all the way to the top. So any replies I will be watching too. The two moving at the same time, that might just be a cleaning and lube issue. Yes mine too!

I say carburetor.
Ignition problems are usually uniform regardless of speed or load.
If one was to set the valves, points, timing and carburetor as described in the DB Mechanics Manual either the engine will run properly or the source of trouble should be discovered.
It's important to adjust the valves first if that's what determines the crank position. The point gap should be set before setting the ignition timing. Widening the gap advances the timing and vice versa.
If the timing is set to go off after top center when the spark control is all the way down it should never kick back while hand cranking in that setting. Unless it was hot enough to diesel. Which is not likely.
If those things are in order and the engine has acceptable compression the only thing left is fuel.
if the fuel supply pump or tank is suspected that could be ruled in or out with a temporary gravity fed tank.
